Since it is his 21st film as a lead actor, the film was first formally announced in January 2022 under the provisional title Sivakarthikeyan 21. The actual title was revealed in February 2024.
Principal photography started in May 2023 with a series of stops in Kashmir and Chennai, followed by another stop in Pondicherry, and ended a year later than planned.
